TARANAKI COUNTY COUNCIL

MONTHLY MEETING. The monthly meeting of the Council was held in the county offices yesterday, and was attended 'by Mes'srs. J. Brown\ (chairman), J. E. Hill, G. V. Tate, D. McAllum, C. Andrews, C, Carter, M. Hopson and R. Stevens. SPECIAL MEETING. At a special' meeting of the Council the following resolutions were carried: That the Council authorise the raising of a loan of £SOO for metalling Upper Can-higton road; that a special rate 01 one penny in the pound be levied over the Upper Carrington road district. EEPORTS. Engine-driver Urry reported that for ■the month of October the crusher worked W/ 2 days, crushing 934 yards of metal, incuding 482 yards Timaru depot and 438 yards Stony river depot. iHe recommended the Council to have a thorough overhaul made of the crushei when crushing was finished in the Okato riding, as all the under beams were getting very bad with dry rot, and two or three of the big bearings needed melting up with babbit metal. It would take about three or four weeksi to do the work. Foreman Jones reported that the Mountain and Tariki roads were in fair order. Foreman Bennett reported that his time had been taken up in watertabling, banking up metal, blinding, cleaning out drains and clearing of slip* on Zig-zag. He had effected repairs at Manganui bridge. The road was in good order. Foreman Cheffings reported that through the month he had been engaged taking grass off the sides of the road and tilling in side track at Mangorei. Mr. Sole started to cart metal on to the road from Lealand's depot on the 24th of the month, and had delivered 100 yards. The stone breakers had got about 240 yards broken at Lealand's depot. The road in this riding was in good order. Foreman J. Holmes reported that he had received 120 yards of metal during the past month for re-metalling and repairs; 72 yards from Mr. Cartwright, and 48 yards from Mr. Haskill. The rest of his time had been taken up raking in metal and blinding it, and clearing out water-tables and making up the sides of the roads. The metal he required for next year for the road from the Bell Block Hall to the Waitara borough boundary was as follows: —The Waitara Hill, near Mr. Andrews, 250 yards; the Mangaoraka Hill, near Mr. Hoskin, 250 yards, and 100 yards (placed on the side of the road! for repairs. Foreman Fred Holmes reported that Mr. C. Street had completed his contract on the Upland road. Foreman Brosnan reported that for the month he had been engaged in spreading metal, raking in metal, blinding and banking up. He had also made considerable improvements on the Pitone. Hill in the way of taking down a clay cutting and 'making of side tracks. He also reported "'that it took the Kaihihi bridge all its time to take the engine and plant over. In the return

journey it had to be strengthened and extra cross joisted." Mr. Penwarden had done repairs to bridges. Mr. J. S. Fox (Okato) gave permission to excavate for a new crusher site on bis property near the Kaihihi river. A. Mallon, the engine-driver's new assistant, had been constantly at work with him on the roads when the* crusher was not at work, and he seemed a good and willing worker. He recommended the Council to call for tenders for the carting out and picking up of the old metal from Oakura Hill. Foreman Huse reported that the roads under his control were all in fair order. Foreman Eva reported that the roads under his charge were in fair order.) (His time for the month had been spent in raking in metal on Brooklands road,' . and general work. Mr. T. Collins had started the boulder carting, and he thought it would be as well to get someone to go on with the breaking. Foreman Norris reported that his time for the month had been occupied raking off loose stones, fixing side roads, cleaning footpaths, cleaning water-tables, etc. CORRESPONDENCE. Correspondence was read as follows: From Mr. J. S. L. Kradberg, Tariki, giving notice to the Council to remove the crusher site from his place, and stating that there was no satisfaction in having contractors pulling down fences and not putting them up properly, and in having broken metal lying ah over the place. The notice was to take ' effect from the end of the year.—Mr. Kindberg to be informed that the Council does not require site for crusher on ! his property. From Mr. A. E. Surrey, timber mer- : chant, Inglewood, forwarding cheque foi £2l 18s (id as demanded by the Council for traffic levy, and which *was forwarded under protest and without prejudice i to future action.—Received. From Mr. Cholwill Billing, stat- ' ing, that the settlers on Upper Carrington road fully expected the loan of £SOO ' for the Carrington road to carry a Government subsidy, and asking that the same be applied for. —Subsidy to be ap- -, plied for. From Messrs. Govett and Quilliam, county solicitors, stating that the j difficulty in regard to the special loan of £BSO to make the road connecting Mangorei and Carrington road would j probably be overcome by the passing , of a resolution agreeing to the making i of the road on the distinct understand- , ing that the whole cost of construe- j tion shall be borne by the Mangorei Road Board, and that the future cost j of maintenance shall be apportioned as follows: 99 per cent, payable by the Board, and in no case more than 1 per cent, by the Council.—A resolution on the lines of the foregoing was carried ' on the motion of the chairman and Cr. Carter. TENDERS. ( Tenders were accepted as follows: ' Contract 178 (70 yards boulders, Hur- a ford and Main South roads), Mr. C. Kendall, 2s lid per yard; Contract 179 c (140 yards boulders, Main South road, Omata), Mr. A. W. Cowling, 3s 4d per I yard; Contract 180 (245 yards boulders, n Barrett and Main South roads), Mr. E. P George, 3s 8d per yard. J 1 CHAIRMAN'S EXPENSES. ! I 3 ; Moved by Cr. Stevens, and seconded h by Cr. Hopson, that the sum of £75 n be voted to the chairman as expenses r for the past year. , An amendment by Crs. Carter and I [McAllum that the amount be £57, as c | formerly, was carried. tainly have supported the motion, but i as it was he could not see that he would lie justified in doing so. FINANCIAL. The following accounts were passed for payment:—Administration account, ; £176 13s 8d; Moa riding, £lls 9s 8d; Waitara riding, £lO7 his 3d; Omata riding, £27 2s 7d; Okato riding, £24 i ; 3s 9d; total, £712 10s 3d. GENERAL. Cr. Carter drew attention to the fact that out of 29 working days in the month, only 19% were accounted for in the crusher return, and moved that the ! report be referred back to the enginedriver for explanation.—Seconded by Cr. '. McAllum and carried. Resolved that Foreman Huse report to next meeting on the question oi forming, grading and metalling Barrett road between the Breakwater and Main South roads. Cr. McAllum gave notice of motion for next meeting: "That another perma-1 nent hand be appointed to assist Fore-1 , man Huse in his riding. The question of repairs to the crusher was left in the hands of the chairman to arrange. Resolved, that Foreman Holmes report on the grading and metalling of five chains on Henwood road. Resolved that the matter of Foreman J. Holmes going over Egmont outlying district be left with the chairman to arrange. Tendere will be called ,f or supply of 600 yards of metal in the Waitara riding; and for picking up and carting old metal off the old road at Oakura. The chairman's action in accepting Boon Bros.' tender for new county offices at £789 was confirmed. Two sums of £l9 9s 4d and £l2ll 8s 3d, being payments of subsidies under the Appropriation Act, have been placed to the credit of the county fun& by the Treasury. Foremen will be requested to furnish their metal requirements within fourteen days. Cr. McAllum moved that the clerk be asked to prepare return of average valuation of the various ridings.—Seconded by Cr. Tate and carried. Cr. Andrews gave notice to move at the next meeting: ''That the Council procure a steam road roller at once." Mr. W. H. Laughlin is to be asked to take over the matter of impoundingcattle in the Omata riding. Resolved, that a special order levying a special rate of one-ninth of a penny in the pound to secure bridge loan of £6440, be made. Resolved that Egmont County be given notice to transfer Eltham roaa special'loan to the Council. The chairman moved, seconded by Cr. Carter, and carried: That the Frankleigh Park special rate be amended to a halfpenny in the pound. Foreman Holmes was granted permission to add 3 J / 2 days' overtime work to the Christmas holidays. Tenders are to be invited for dogcollars for the ensuing year, and applications invited for the collection of dog tax, the registration fees to be 2s 6d for cattle dogs and os for all others.
