Received 4, 10.10 p.m. London, November 4. M. Millerand declined the portfolio of Public Works, owing to M. Briand refusing to promise that the Ministerial programme should not include a denial of the right of coalition to employees in the public service. It is expected that M. Briand will amend the trade unions laws in the direction of imposing specially severe penalties on any association organising a stoppage of the means of public communication, inciting sabotage, or practising intimidation.
