Briand has re-formed the Ministry, the personnel of which is as follows: M. Briand, Premier, Minister of the Interior and Minister of Public Works. M. Giraud, Minister of Justice. M. Pichon, Minister of Foreign Affairs. General Brun, Minister of War. Admiral Lapeyrere, Minister of Marine. M. Maurice Faure, Minister of Education. M. Klotz, Minister of Finance. M. Jean, Deputy for Commerce. M. Lafferere, Minister of Labor. M. Puecli, Minister for Public Works. 1 NO UNION OF PUBLIC SERVANTS. THE PREMIER'S DETERMINATION. Received 4, 10.10 p.m. London, November 4. M. Millerand declined the portfolio of Public Works, owing to M. Briand refusing to promise that the Ministerial programme should not include a denial of the right of coalition to employees in the public service. It is expected that M. Briand will amend the trade unions laws in the direction of imposing specially severe penalties on any association organising a stoppage of the means of public communication, inciting sabotage, or practising intimidation.
