Admiral Mahan, in a letter to the Times, declares that the light of maritime -capture is the principal if not the only weapon that Britain possesses against the Continent. He adds that to bring the pressure of war to bear on the whole population, not merely the armies in the field, as the very spirit of modern warfare, is the least inhuman of all inevitable inhumanities ofwwatr t because it deters it and hastens peace.
