TURKEY'S FINANCES

The Daily Telegraph's Berlin correspondent says that a German syndicate Is asking Turkey six per cent, for a temporary advance not exceeding a million. The operation amounts to a renewal of Turkish notes for the benefit of German manufacturers, to whom Turkey is heavilv indebted.
