October 27. A conflagration at Victoria, British Columbia, destroved the Spencer Company's business block, and th? Driard Hotel. The fire threatens the Times newspaper building and other business houses. It is still spreading, and the damage is extensive. CANADA AND NEW ZEALAND. Received 27. 11.40 p.m. Vancouver, October 27. The News and Advertiser strongly advocates the inclusion of New Zealand in the next Canada-Australian steamship contract, and expresses the opinion that the contract should lie made for a considerable time, with inducements for an improved service. FURTHER STRIKE. Received 2S. 12.55 a.m. London. October 27. Strikers at Elv pit, against Mabon's advice, rejected the Cambrian Combine's terms. Three thousand Burnley miners have st'uck, declaring the tonnage rate of wages does not include timber.
