The return to Potsdam was marked by an absence of enthusiasm among the population. A German colony of 1500 opposite the Palace welcomed the visitors warmly. Cordial toasts at the banquet emphasised the industrial energy of the but the latter complained they could not compete with German dumping, which is increasing. The new fortification scheme in Holland is regarded in many quarters as promoting German rather than Dutch interests. Prince Albert eulogised tlie Kaiser's noble efforts for peace. The Kaiser reciprocated the desire for closer relations, and discreetly alluded to Germany's friendly attitude on the Congo question.
