SCOTTISH LIBERAL ASSOCIATION. AN ADVANCED PROGRAMME. Received 24, 9.50 p.m. London, October 29. The Scottish Liberal Association urged the Government to uphold the Osborne judgment, and to legislate for the payment of members and returning officers' expenses. The Association favored adult suffrage facilities on the lines of Mr. Shachleton's women's suffrage scheme.
