Mr. Edgar Cramond publishes an article in the Quarterly Review declaring thai, it is dangerous to hold an instiflicii'iicy of gold reserve. He says that in the event of a naval war Germany is better able to stand a short conflict than Britain. The Times agrees with this view, and advocates a, war reserve in addition to a stronger banking reserve.
