In the House of Representatives the chief argument against the Constitution Amendment Bill was that it would leave too little power for the States. Mr. Quick said that there had been no breakdown. The anti-trust legislation difficulty Jay in getting evidence. Labor speakers thought the Commonwealth should control everything affecting the people and that there should be uniformity in industrial control. The debate was adjourned. Received 22, 1 a.m. ' Melbourne, October 21. In the House of Representatives the Constitution Amendment Bill was read a second time. LAND TAX BILL. Melbourne?, October 21. In the Senate Mr. Gould strongly opposed the Laud Tax Bill on the ground that it would drive foreign monc, which was sadly needed, from the country. Further doubts were; expressed as to its constitutionality. The debate was adjourned. In the House of Representatives the Minister for External Affairs said thai he fully understood the importance of the appointment of commerciail agcnU in America and elsewhere, and the step would Be taken'at the earliest opportunity.
