HALF-RATE CABLES

Baxendale, London manager of the Pacific Cable Board, interviewed regarding half rates for messages being delayed 48 hours, said it was only necessary to obtain the permission and interest of the Powers, including Germany (which has large interests in Indo-Euro-pean lines), and permission doubtless would be given, especially as the cable companies <lo not object. It is possible the new rate will come into operation in January.
