DISCUSSING THE CONFERENCE. HOME RULE FOR IRELAND. EMPIRE FEDERATION. By Cable—Press Association—Copyright Received IS, 1f2.30l f 2.30 a.m. London, October 17. There is much speculation on public platforms and in the newspapers at the progress of the Veto Conference. Mr. G. N. Barnes, M.P. (Bradford), said the very existence of the conference was a negation of democracy. It was discussing a, question which wo«;a be settled beyond doubt in January. The sooner the conference was over the better. Mr. F. AY. Jowett said if an agreement was reached it would be it popular liberty. Mr. John Ward (HuadersfitM) hoped the conference would end lii disaster. The Chronicle says that upon the foun dation of Home Rule in Ireland it would be possible to build a federal system of government for the United Kingdom, extendable if and when the self-governing peoples desired federation of the Empire. Home Rule for Ireland would live to overburden the Imperial Parliament, and it would open the way to devolution in Scotland, Wales, and would simplify if not settle the problem of the Lords' veto.
