The Daily Telegraph, commenting on a cablegram in reference to the supply of mutton to Britain, says it raises the question of the necessity of defending the routes of Imperial food supply and its sources. This can only be done by Maintaining the efficiency of the navy at the highest point. New Zealand's naval policy recognised this, but that of the Commonwealth did not.
