The London County Council, by 61 to 53, declined to order smaller classes as suggested by the Local Government Board, so as to employ unemployed teachers. •Mr. Harold Cox, Labor M.P., blamed the socialistic scheme of Mr. Sydney Webb, a member of the Council, for the wholesale manufacture of teachers.
