INCREASING THE NAVY. BIGGER ARMIES ADVOCATED. Received 12, 9.45 p.m. London, October 12. Lord Charles Berrsford, speaking at the Cutlers' Feast at Sheffield, insisted on the need for increasing the fleet, addins that if the overesa supply of food and raw material were stopped for a month the Government would be forced to treat with the enemy. Mr. Haldane, the War Minister, said: "We must keep the command of the sea and possibly will he obliged to strengthen the navy." Besides the great professional overseas army, said Lord Charles, we must have a citizen army whose sheer weight would crush an invading force and compel an invader to coine in such strength that the transports would be a sure target for the navy."
