The Trust Fund Advances Bill was read a third time. Discussion on the Navigation Bill was resumed. Received October 12, 12.5 a.m. Melbourne, Last Night. The Naval Defence Bill empowers the Governor to appoint a Board of Administration, to be divided into two branches (permanent and citizens'). The naval forces will be raised and kept by volunteer enlistment only.
