BOROUGH AFFAIRS. We must congratulate Councillor Wilson and the other councillors who supported him upon resisting the attempt made at Monday night's meeting of the Council to annex the Teserve fund of the electric light department and pay it into the general account. It was argued that it was not intended that the electric light department's earnings should be set aside as a reserve fund this year, but rather that the intention had been to pay the earnings into the general account. It was distinctly understood at the time the decision was arrived at that the proposal was to take effect this year, and it would have been both dishonest and inconsistent on the part of the Council to depart from its decision, which, as Cr. Wilson pointed out, and as we have continually punted out, should properly have been come to four years ago. We must confess thai we were not surprised at the move.
