LONGER SENTENCES INSISTED UPON. Ry Cable.—Prcsis Association.— Copyright London, October 4. The report of the Commissioners on Prisons insists on the necessity of-longer sentences than a ■ year being given to prisoners under the Borstal system, designed for the reformation of youthful criminals, as short sentences are useless for the reclamation of bad characters.
