The report of the Royal Commission appointed .to consider the relations between Canada and the West Indies emphasises that it is of capital importance to retain the Canadian market for the West Indies. The sugar preference •granted l by Canada to the West Indies bad been of very great benefit to th* planter, and reciprocal preference, ex cept in the case of Jamaica is the only policy likely to command any meaure of approval eithier in the West Indies or Canadk. The Commissioner® advocate the development of the fruit trade by a regular. and frequent service of stip.mors fitted with cold storage Canada and the Islands, the organisation of distributing agencies in Canada, and an improved telegraph service b?tvreet? Canada and the West Indies at reduced rates. ■ The Times, commenting on the report, says that while a uniform tariff for ail the West Indies is impracticable, the Commission considers [ihat a uniform system of preference is possible on the different existing tariffs. The nature of the recommendation testifies eloquently to the breadth of mind with with l Lord Balfour at Burleigh and Lord Islington approached their task. There is nothing in this report from wihdoh any broad-minded free-trader need shrink. The West Indies arc. not invited to alter their fiscal system, ' which is based on tariff for reraiua, but simply to graft on to that system a policy of preference.
