The Sheffield Daily Telegraph, states that China has signed an agreement with an American syndicate for'financing the construction of the Chinchow-Aigun railway, A ten million sterling loan has been arranged'. The director will be a Chinese, and the chief engineer an American, whilst Chinese and' American materials will be used.
