Reuter'a Paris correspondent, on authoritative information from an official source,.' states that Sir Ernest Oassel's agreement is provisional only, and js to , become definttdve if. negotiationS with France are Abandoned. The French Government regards the agreement as ah Attempt on the part of Turkey to blackmail France with British assistance. It is a British affair if investors are satisfied with less security ithan France would demand, and if they are willing to help Turkey to buy German. ships' and guns.
FRENCH ALLEGATIONS. Received September 23. 9.25 p.m. ' Paris, September 23. French newspapers alleged that Sir Ernest Cassell is associated with the Deutscher Bank, and that German financiers promised £4,000,000 sterling. Other statements are maide to the effect that Britain" informed' Djavid Bey that Britain would not support the loan if Turkey's policy continued to be dictated by the military party. Negotiations in connection with the raising of the loan continue, France insisting that the Ottoman Bank shall control the State expenditure.
GERMAN VIEWS.' . Berlin, September 22. German newspapers attribute the breakdown to Russia instigating France to make the loan conditional on the Porte's satisfactory assurances! regarding the Triple Alliance.
