The Cassell group of financiers have offered Turkey £0,000,000 in 1910, and £5,000,000 in 1911., secured upon the Customs duties collected in the vilayet of Constantinople, the National Bank of Turkey, wherein the Cassell group is interested, being invested with treasury powers.
