UNEMPLOYMENT AND IMMIGRATION. By Cable—Press Association—Copyright. Received September I®, 5.5 p.m. London, September 17. The Trades Congress voted a Central Legal Defence Fund, to which the trade unions will contribute according to membership. It was resolved to summon a national conference on unployment for October. The Congress protested against the doctrine of emigration as a remedy for unemployment, and strongly objected to devoting public money to emigration instead' of providing profitable employment in Britain. LABOR AND EDUCATION. Received 'September 18, 5.5 p.m. London, September 17. The Trades Union Congress, by 725,000 votes .to 666,000 votes, negatived Mr. O'Grady's proposal to take a ballot of all affiliated societies on the retention or the deletion of the secular education policy in the Trade Unionist programme. The majority feared that such a ballot would introduce the apple of discord into trade unionist organisations. The secular education resolution was' carried by 827,000 to 81,000. "CRUEL AND INHUMAN." London, September 16. The Trades Union Congress passed a resolution that it was cruel and inhuman to evict workmen and families from their homes during trade disputes. It demanded facilities for students of 16 to 18 to learn the theoretical and practical sides of their trades, also State maintenance of school children, and free secondary and technical education. A resolution was passed in favor of educational endowments for the poor. POLITICAL FREEDOM OF LABOR. London, September 16. The Daily Chronicle doubts if the vote of the Congress under the stirring influence of oratory, accurately reflects considered trade union opinion. It argues that the political freedom of labor remains unaffected in everything excepting compulsory levies for Parliamentary purposes. The Chronicle, instead of a reversal of the judgment, advocates State payment of members and returning officers' fees.
