FORTIFYING PANAMA CANAL
BRITAIN CANNOT ASSENT. By Cable—Press Association—Copyright. London, September 6. The Times says it is inipossibe for Britain to assent to America fortifying Panama without consulting other Powers. These may argue that the guaranteeing of neutrality should not be in the care of a single Power. The Times adds that in the event of a disagreement, Britain and the United States jvould doubtless welcome arbitration.
