FAULTY RECRUITING. By Cable. —Press Association.—Copyright London, August 31. Lord Esher, in an article in the National Review, says that sixty thousand territorials are required annually, but there is no sign that they will be forthcoming. The numerical test is the real test of the voluntary principle. If the limit of the nation's yield of territorials has been reached, the electorates must choose between leaving the forces of the country below the minimum and compulsory service. Tho M Gazette deplores the article, which advocates conscription, and is certain to be hailed as a proof of the failure of the voluntary system. The paper adds that many resignations from country associations are reported, as the result, probably, of realising the futility of working on existing financial lines. A feeling prevails that the Government is -withholding funds in order to stimulate the appeal for private subscriptions.
