Though the Times declared that the Kaiser's explanation had been received with general approval, others assert that only Conservatives accepted it and the gloss the Imperial Chancellor had published in the Norddeutsche Zeitung. Socialists held forty meetings in Berlin yesterday and protested against the divine right doctrine, and demanded that the Reichstag safeguard the constitution. All shades of Liberals demand an interpellation in the Reichstag.
