, RESOLUTIONS AS TO SEAMEN. By Cable. —Press Association.—Copyright Copenhagen, August 30. The Socialist Congreßs passed resolutions demanding the abolition of imprisonment of seamen deserting vessels in harbor, and suggested tflat a disobedient seaman should foe punished by paying his wages to a temporary' substitute; also that in future a captain ehouid not keep a seaman's certificate, which is his only proof that he is an able seaman.
