ANNEXATION OF KOREA.

THE COMMERCIAL REGIME, London, August 92. It is officially announced that the commercial -oginie in Korea will continue for the next ten years. COMPLETE AND PERMANENT CESSION. Received August 29, 10.10 p.m. Tokio, A»s"iat 29. The treaty provides for complete and permanent cession; the conferment by the Emperor on the Crown Prince of Korea and his consort and heirs appropriate titles, dignity and honor, and annual grants; the conferment of peerages and grants to Koreans whose services •re deserving of special recognition; the employment in the public services cf qualified Koreans loyally accepting the new regime. The Japanese Government's statement declares that as Korea's treaties with foreign Powers lapse, Japan's existing treaties will, as far as practicable, be applied io Korea. Foreigners resident in Koit- will, as far as conditions permit, enjoy the same rights and immunities as in Japan proper, and the protection of their legally acquired rights.

The Korean treaty annexation was published in Washington under arrangement between Count Uchida, Japanese Ambassador, and Mr. P. C. Knox, Secretary of State. THE IMPERIAL STATEMENT. ASSURING PERMANENT PEACE. Received August 29,10.10 p.m Seoul, August 29. By the Korean tariff, the schedules tovering imports and exports between Korea and all countries, including Japan, also the regulations g6verning the coasting trade and open ports, are continued 1 for ten years. Masampo is withdrawn as an open port, and Chippiju opened. The copyright and patent laws of Japan are extended to Korea. The statement explains that "the existing system of Government since 1905 has not power entirely equal to the duty of the maintenance of order and tranquility. Moreover, a spirit of suspicion and misgiving dominates), the whole peninsula; lienee the present treaty. The preamble declares that the Emperors of Japan and Korea, considering the special close relations between ..their respective, coumtriree, desiring to promote the common ■welfare of the two,nations, and to as>■urer permanent peace in the extreme East, are convinced that the objects aimed at can best be attained by the annexation.
