COwley,'ex-Congress-man, .withdrew from the candidature for Congress, because it transpired that he bad expended 42,500 dollars to secure nomination. He was thereupon iarrested on a charge «f conspiracy to debauch voters, and released on j&is. own recognisances, to appear before the .Court at Warren, Pennsylvania, on the 28th: . President Taft repudiates the reactionary bosses' declaration that he knew and approved beforehand" that the State Committee would nominate Senator Sherman as temporary chairman; also Senator Sherman's suppressing or ignoring President Taff s conciliatory advice. The statement is interpreted that\Sehatbr Sherman las forfeited confidence as a party leader.
