THE OSBORNE JUDGMENT
TO BE MADE A TEST QUESTION.

At a congress of the executives of the Labor Party, the Federation of Trades Unions, and the Parliamentary Committee of Trades Unions, Mr. Shackleton, M.P., presiding, it was rel solved to make the Osborne judgment a test question at all elections. Speakers deprecated the Government's neglect to facilitate the passage of a Bill to restore the rights enjoyed for half a century.
BIG DEMONSTRATION AGAINST THE JUDGMENT.
A LEADING POLITICAL ISSUE. Received August 24, 12.30 a.m. London, August 23. To enable arbitration to proceed, the Joint Labor Board resolved to further discuss the Osborne judgment at the forthcoming Trades Union Congress. Mr. Ramsey Mac Donald, interviewed, said a. big- damonstration was preparing against the'judgment. He will address 29 gatherings before Christmas. The Times describes yesterday's resolution as a. decision to exercise pressure upon the Government by stumping the country and making the Osborne judgment the leading political issue. The injunctions secured against various unions against the use of union fund® tq support the Labor Party,, affect sixteen Labor Commoners. Mr. Bait says payment of members wiil not satisfy the Labor wire-pullers. They want control of the unions. Public opinion revolts at the idea of compelling the trades unionist to pay for the maintenance of a N Party whose politics he detests. The Chronicle, in recommending the payment of members, deprecates the agitation for immediate legislation reversing the whole judgment. Such legislation, it says, is neither feasible nor desirable, but some legislation regarding the political status of trade unions is possibly necessary, whereas any attempt to coerce every member of a union would be a restriction and a denial of free electoral rights.
