STRATFORD COUNTY COUNCIL
MONTHLY MEETING. The monthly meeting of the Stratford County Council was held in the Council Chambers on Wednesday. There were present: Crs. G. A. Marchant (chairman), Thomson, Chriton'el, Astburv, Maxwell, Hathaway, Porritt, Walters and Marfell. MAKURI fiOAD. Messrs Malone and Wortliington wrote that it would be too expensive at present to open the Makuri road from the north end, and they asked the Council to obtain a report from the engineer re deviating the road where it became flooded, or of raising such parts. They also asked that the engineer prepare a rough estimate of the cost of forming and metalling the road from the Ohura road to their properties. Mr. W. G. Malone waited on the Council in support. It was resolved that the engineer obtain a report as requested, and also report on the question of draining the whole valley, with a possible view to declaring a drainage area. Mr. H. Watson wrote that he could not comply with the Council's proposition in reference to the dam erected by them, and he requested it be removed or sufficient outlet made to take the water from his land as in its natural course. Failing this, he would be reluctantly compelled to take (further steps. Mr. Watson is to be informed that the engineer has 'been instructed to report on the drainage of the whole valley. iLOCAiL GOVERNMENT BILL. The chairman gave an interesting report on his recent visit to Wellington in connection with the executive meeting of the counties'' Association. He stated that a definite promise had been obtain-, ed from the Premier that ample time would be given local bodies to consider the proposed Local Government Bill before it was finally put before the House, GOVERNMENT GRANTS. Ail amendment by Cr. Marfell, seconded by Cr. Christoffel, "That the Council urges upon the Government the necessity for liberal and immediate grants for backblocks roads, and again expresses its willingness to undertake the expenditure,
provided reasonable administrative expenses are allowed" was lost. DRAINAGE. Cr. Walters congratulated the engi-| neer on the success of the Douglas drainage scheme, and he suggested 'that it would be cheaper for Council to let an annual contract ior'' cleaning' and maintaining these drams.' The report of'the engineer (Mr. E. C. Robinson) was adopted as follows:,— Tie neeesasry steps in connection with the closing of Fenwick street, Waipuku, are nearly completed. The contract for the Mangaehu road bridge (east of Tututawa) has been satisfactorily completed, and the repairs to the Waiongongoro bridge (Finnerty road) are also in the foreman's hands. The North riding foreman has been instructed? to engage teams and obtain metal Ifrom the Mauganu: stream* A careful estimate of the coal per yard will be kept. The contract for the Makuri stream bridge on the Toko road is in progress. The South riding foreman has been instructed to open traffic as soon as possible, over Bird road bridge, as the old bridge is very shaky. The new bridge on .the Maruarua road has been completed. About one mile of the Monmouth road from the Mountain road is worn-out and requires re-metalling. The intervening length between that and the top length could be maintained in the ordinary way. The proposed metalling of Ahuroa road from Standish road to end of the metal on the Beaconsfleld road will be comparatively costly owing to distance and the hilly nature of the length. Estimates o'f the cost were given. It -was resloved that the fencing on the Upper Pembroke road be removed by the Council at the owner's expense if not removed by October 1. Cr. Porritt gave notice to move that a special rate of l%d in the £ be struck over the West Monmouth special rating area and that a subsidy of £ foi £ be granted from the Council's funds, The engineer's estimate of the Ahuroa road metalling is to ibe forwarded to the settlers interested. HJREMENi'S REPORTS. The reports of the various foremer •were read and the following business arising out of them was transacted :- The settlers of the Derby road and alu of the Dembigh, road are to be asked to consider the question of raising a loan
for putting these roads in order. A filling on the Croydon road is to be raised when the crusher is in the district. The engineer i 9 to report on the Stanley road. Mr. Hector Gray is to be informed that unless his drain near the Midhirst cemetery is cleaned out by September 1 the work will 1)e done at his expense. It was decided to offer Mr. Hayward 3s fid per yard for metal left on the Ohura road, failing acceptance of which offer the metal must be removed from the road. The ranger's report was received. It was resolved to notify him that the West riding requires more attention. METAL. The tender of Messrs Favier and Nelson at 3s per yard for the supply of HOOOyds of boulders on the Stanley road was accepted. The Council is to arrang« re royalty. Mr. G. Jones wrote agreeing to allow the metal to be carted through his property on Croydon road at a royalty of 6d per yard and subject to certain conditions re gates, etc.—The Council considered this excessive for ten or twelve chains of carting, and it was resolved to offer 3d per yard. Mr. F. Styles, agreed to allow stone to be taken from his property at 3d per yard. The Council also decided to metal four chains of the Croydon road near Mr. Styles'. MAINGA'EHU AND PTJNIWHAKAU EOADS. Eight settlers on this road asked the Council's favorable consideration for the following proposal the Mangaehu road is iunable to draw any of the 10 per cent, on the £!)0fH) loan until such time as the Puniwhakau road will have spent its portion of the £3OOO loan, and as the ratepayers on both sides are desirous of seeing the present gap on the Mangaehu road metalled, the ratepayers of the' Puniwhaka-.: road have offered to lend them a portion of their loan, equal to, our share of the 10 per cent., and they on their part promised to repay tAis sum a® soon as the 10 per cent, is avail" able.—The Council will consider ttw matter. •. GENERAL. The engineer was authorised to expend £35 in repairing the Upper York road as requested by Mr. Smith. 'The offer of Mr. Murphy to sell the Council a cottage at Kiore for £S was refused, as the Council has no use for it.

The Piako County Council wrote asking for a copy of the Council's by-laws.— Clerk to supply same. ■ Mr. A. J. Hopkins was granted permission to deviate his fence abutting on the (Raupuhda road for two short lengths as requested. The foreman is to be instructed to widen a cutting on the Upper Hastings road petitioned for by the settlers. Mr. 0. Jans applied for permission to remove earth from a bank on the Esk road to fill in a blind creek on his property .—Referred to the engineer to report. ' fCtl E.
