1 The Miners' Congress resolved in faivor of an eight hours' day, from bank to bank; accident compensation equal to entire wages; and that patients be entitled to the free choice of doctors. Thomas Burt moved that it is desirable "-that universal peace be established by referring'kll disputes to arbitration. This was carried' with enthusiasm.
