GENERAL FRENCH'S REPORT. | By Cable.—Press Association.—Copyright Received August 11, 9.50 p.m. London, August 1.1. The Times' Toronto correspondent states it is understood that General French's re'portj which is not yet published, urges, firstly, a peace organisation. The militia must be ready for the field forthwith in the event of war. Secondly, betfier quaiifu-d staffs and brigade divisions are required. Thirdly, the present annual training is wholly inadequate. General French proposes divisional organisation, despite local influences, in-tead of the present system of military districts. He suggests the artillery should go into camp for 21 days for training, the cavalry 16 days, and the infantry 12 days. He states that there is good material in the/militia, but better qualified officers are required. The city regiments devote overmuch of their time to ceremonials. MILITIA CAMPS ATTENDANCE.' The attendance at the %'ilitia camps in Canada is 40,000, instead of ,th> nor; mal 50,000, owin<r to the general prosperity and plentitude of employment.
