RESTRICTIONS REMOVED. By Cable.—Press Association.—Copyright St. Petersburg, August 9. In consequence of remonstrances, the Russian Minister of Commerce has withdrawn the restrictions on the investment of foreign capital in the Maikop oil wells, and has substituted a suggestion that some directors of foreign oil and mining companies should be Russian subjects.
