PROGRESS PAYMENT AND PREFERENCE TO CROWN TENANTS. Inconvenience has been experienced by farmers and others throughout the Dominion owing to a change in the administration of the Advances to Settlers Department in the direction of disallowing borrowers to obtain, by progress payment, loans as their improvements pro* ceed. .Mr. Ross, tbe member for Pahiatua, has brought this matter before the Government by notice of motion in Parliament and by personal representation, and bas an assurance from the Government that the necessary amendment ■ will be inserted in the Act this session to legalise progress payments as improvements proceed. 'Mr-. Ross has also interested himself in securing an amendment of section 40 of the ■New Zealand State Guaranteed Advances Act, in the direction of giving ( preference to Crown tenants as against ■other borrowers. He contends that holders of Government leases are placed at a 'disadvantage as compared with freehold*ers when borrowing train private lending institutions, and consequently matters should be evened up tby the State Lending Department giving preference to its own tenants. %r. Ross has had the satisfaction of receiving an assurance from the Government that his suggestion is to be adopted.
