Scottish National Committee, in<lWSnoi twenty-one Scottish members of the House of Commons, have issued' a manifesto to the people of Scotland. The manifesto declares the settlement of 'the constituency question, offers an opportunity for reorganising the Parliamentary business on a basis of devolui|pn> and urges' that Scotland's claim is M urgent as Ireland's. The Scottish Office, it declares, is the closest of bureau,moy systems, and must be revised, leavpart of the United Kingdom to oflprol its own affairs, while the Imp4ial Parliament transacts the business of the Empire.
