They state that second aad third-grade jproduce has arrived, accompanied by a firstgrade certificate. Victorian merchants reply that at is in part concerted action against the grading system. PASSES THE LORDS.' •Received August ,2,11.40 p.m. London, August 2. In the Lords the Regency Bill was read a third time, and the Declaration Bill a second time, without division. The Archbishop of Canterbury stated that the revised Coronation declaration says what needs saying in a perfectly effective form. v
