PARLIAMENT.
TUESDAY, JULY 19. LEGISLATIVE COUNCIL. By Telegraph.—Press Association Wellington, Last Night. The Council met at 2.30 p.m. On the motion of the Attorney-Gen-eral. (lie Council recorded its sense of the loss to the public by the death of Mr. Ilobbs, a former member of the Legislature. The debate on the second reading of the Indecent Publications Bill was resumed. The speakers generally approved the Rill, the main objection being to the provision empowering the police to prosecute. It was urged that only the At-torney-General should exercise that power. The illon. Dr. Findlav admitted it might be advisable to remove the power from the police to the Attorney-General. The second reading was agreed to, and the Council adjourned until Thursday. HOUSE OF REPRESENTATIVES. Tn the House of Representatives in the afternoon a resolution of sympathy with the relatives of the late Mr. Richard Hobbs, formerly a member of the House, was carried, on the motion of the Premier. The adjourned debate oil the Canterbury pastoral runs was resumed. Sir Joseph Ward, replying, said the . recommendation of the statutory comand that the runs should have a miniput up for a period of fourteen years, and that the runs shoulr have a minimum carrying capacity of five thousand sheep. The great question regarding the runs was whether or not the cost or improvements on the runs to-day is to be paid for by the State and adding thh to the rentals. The Premier gave som« facts and figures as to closer settlement of land in recent years, and said the house, after the papers were printed, would have the opportunity of discussing the Government's proposals regarding pastoral runs, which was a matter affecting not Canterbury alone but the whole Dominion. The House went into committee on the Phosphorus Matches Bill, and adjouried , at 5.30 p.m. :
