The Ksegliche IPundschau asserts that it has authentic information that the Russo - Japanese agreement originated with British diplomatists, with a view of creating a quadruple alliance against Germany. The Frankfurter Zeitung dissents from this view. The Times' Berlin correspondent says that German interest in the agreement will consist in watching its effects on American relations with other Powers, also Russia's freedom of movement in Europe. 1 The Reuter corrrapo-ident at Pekin states that the g. :ieral impression there regarding the aprr. ement is favorable.
