It is officially explained that the Kaiser's letters to Madrid was an ordinary formal acknowledgment of the announcement of the latter's accession. The formula, "great good friend," is always used in such communications. No intervention in the affairs of Nicaragua has occurred, or is intended. Nothing is known about an offer of a coaling station to a European Power, and no acquisition of that kind is contemplated.
