GOVERNOR'S SPEECH OUTLINED. J By Cable.—Press Association.—Copyright Received July 12, 5.45 p.m. Brisbane, July 12. The Governor opened Parliament today. His speech referred to the prosperous condition of the State, and the need for State control of the water supply, to provide against drought seasons. Bills were promised for the codification of land laws, railways (including linking up trunk lines), ratification of inequality of Parliamentary representation, and other Bills dealing with mining and agricultural development, and the Bible Referendum recently taken in State schools.
