THE CONTRACT SYSTEM. By Cable.—Press Association— Copyright Received July 13, 0.10 a.m. Paris, July 12. M. Briand intrpduced a Bill in the Chamber intended to prevent strikes. It enables an association of workers to enter into a collective labor contract with an association of employers. It permits dissentients to resign membership of the association or union within three days following the notice of contract. The association is corpo'rately and the members individually responsible for I breaches of contract, and liable to dam- ! ages.
