He said the growth of civil expenditure was enormous, but it was unjust for any Bection of the House to denounce this unless Parliament was prepared to retrace the steps made in the direction of social reform. Similarly, the granting of old-age pensions was due to the demands from all parts of the House. Deepite the increased burdens for defence and social reform, he claimed that the present system of finance had proved itself capable of carrying the country to a safe haven.
