THE DISQUIETING FEATURE. CAPTAIN MAHAN'S VIEWS. By Cable—Press Association.—CopyrigU London, July 4. Captain Malum, the well-known naval authority, in an article in the Daily Mail on the British and German navies, argues that the disquieting feature in the situation is the apparent indisposition and slackness to give new votes in Britain as against the resolute spirit and tremendous faculty for organising their strength evident in Germany. The creation of a great German navy was necessitated by the concentlti on of British ships in Home waters, and the gradual abandonment of naval prodominance in the Mediterranean, which is almost an abandonment of the most essential link in the Empire's communications.
