During a discursive debate on the Hud- j get, Mr. Austen Chamberlain commented on .Mr. Lloyd-George's statement that he hoped that "by 1912, when the German programme drops 50 per centum, we shall all return to more normal and saner conditions." Mr. Chamberlain retorted that il' Mr. Lloyd-George disagreed with the forty million navy estimates, he should resign. It was reckless to hold out hopes of social reforms that depended upon the naval policy of a foreign Power. Mr. Phil Snowden complained of the, deferring of the fulfilment of the pledge) to remedy and assist unemployment and infirmity. He hoped for the day when the Budget rose from two hundred million to four hundred million, none of which money would be expended on the antiquated provisional national defence.
