The Daily Telegraph reports that Sir Gerard Lowther, Ambassador at Constantinople, will be transferred to St. Petersburg, and that Sir Eldon Gorst •will succeed Sir Gerard Lowther at Constantinople, "thus opening the way for .Lord Kitchener to become British Agent at Cairo.
