Stolypin, Premier, in a long speeea to the Council of Empire, justified the Tinland Bill as one conserving the general interests of the Empire. He emphasised the .fact that formerly the Sovereign's absolute will was alone operative, but when the Diets began to ~bd convened and discuss questions having a painful effect on Russian interests,! the -necessity for general imperial legislation was imperatively felt. He added that the Duma would protect the whole [ State's interests, while respecting Finn-j ish -autonomy. |
