JOHN BURNS' RECOMMENDATIONS. By Ca^le—Press Association—Copyright Lomdon, June 17. Mr. John' Burns has issued a circular to Poor Law Guardians urging them to set free children in workhouses as soon as possible. He recommends training ships and child emigration to absorb these children.
