LORD KITCHENER.
HIS NEW APPOINTMENT I'N.-VC-CEPTABLE. SPECULATIONS AS TO I!!S FUTURE. NEED FOR RE-ORGANISING THE HOME ARMY. By Cable—Press Association—Copyright Received June 13, 11.10 p.m. London, June 13. The Times' military correspondent states that Viscount Middletou will raise the question of the Mediterranean command in the House of Lords to-day. The Government spokesman will -probaibly announce that Lord Kitchener will ask leave to withdraw his acceptance. He never concealed his dislike to the appointment, and only accepted it at King Edward's express wish, who, shortly before his death, released Lord Kitchener from his obligation. Tlie Times' correspondent adds that the difficulty of dealing with five separate departments of the Home Government, and the absence of real power, account for Lord Kitchener's decision. Meanwhile General French's absence in Canada has shown how impossible it is for the Inspector-General to combine the training of the home troops and the inspection of overseas garrisons. The appointment of a coadjutor imbued with the Inspector-General's views for overseas work is indispensable. The Com-mander-in-Chief in the Mediterranean should toe confined to the military role. General Sir lan Hamilton's name could be mentioned if the dominions seek assistance.
The correspondent further adds that the Army deplore the temporary end of Lord Kitchener's active connection, when the country should be pleased to ask him to take off his coat to carry to a final stage the re-organisation which Mr. Haldane had so well begun. Lord Kitchener will respond, but it -will toe futile to suppose he will sully his great reputation by accepting responsibility without power.
