Herr von Bethman Holhveg, lias announced that the German Minister to the Vatican has been instructed to protest against the Papal encyclical, and to express the hope that means will be found to counteract its injurious effects. The Government is determined to guard the religious peace of the Fatherland. Herr Herold, of the Centre party, declared they should not pronounce an opinion on the utterances of the .supreme head of the Catholic Church.

The "Osservatore Romano" explains that the encyclical is aimed at Modernists, and dealt chiefly with the Catholics who itt Borromeo's time rebelled against ■the teaching and authority of the Holy See.
