Britain, Russia, and Germany have arranged an understanding on the Persian question. Britain and Russia re-affirm the decision that equal commercial rights must be held by all States. On the other hand, Germany does not contest Britain's or Russia's right to defend certain strategic and political interests, such as those arising from railways, roads, and telegraphs.
